Municipalities that have built their own broadband infrastructure may be better positioned to protect against attacks, but variations in their cybersecurity policies also demonstrate the need for the Federal Communications Commission to develop an overarching cyber approach at the national level for private-sector telecom operators, according to a former chief of the FCC public safety bureau.
