NTIA’s Evan Feinman Joins NCC to Discuss BEAD Program Details for Local Leaders

On October 5th, 2022, Next Century Cities’ Program Director Roxy Barboza sat down for a fireside chat with Evan Feinman, Program Director for the Broadband, Equity, Access, and Deployment (BEAD) Program at the National Telecommunications and Information Administration (NTIA). Feinman discussed how the BEAD Program will inject billions of dollars into local and state broadband projects. Barboza asked questions on behalf of local leaders, collecting details on what potential grant applicants can expect in months to come. 

Feinman leads the BEAD Program, which provides $42.45 billion to expand high-speed internet access by funding planning, infrastructure deployment, and adoption programs in all 50 states, Washington D.C., Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. In his previous post, Chief Broadband advisor to Governor Northam, Feinman developed and funded projects that put the Virginia on track to be one of the first states with the universal broadband infrastructure. 

As noted in the video,  NTIA will be heavily reliant on local leaders to  verifiy that BEAD investments lead to  universal broadband coverage. Feinman indicated that ongoing and robust collaboration is key, and all  local governments have a seat at the table going forward. Communities should be thinking about who they want to work with and how they want to make sure that all their residents get connected.

NTIA is in the process of setting up coalitions within every state and territory. The coalitions will serve as informational clearing houses where NTIA can share policy, legislative and regulatory concerns, program updates, and collaboration opportunities.  NCC will provide member updates as the coalitions are launched.
